AAPSU calls off bandh after Khandu’s assurance

ITANAGAR, Aug 03: All Arunachal Pradesh Students’ Union (AAPSU) has called off its second phase 24 hrs state wide bandh call proposed for August 5. This was informed by the union president Takam Tatung while talking to the press here this afternoon at Hotel Donyi Polo Ashoka.

The union had 2 hours deliberation earlier with the state chief minister Dorjee Khandu at his office chamber. The decision to call off the bandh was taken after Khandu assured to fulfill AAPSU’s 3 point demands within two months.

The chief minister has appointed Commissioner Home as coordinator who will assist the CBI in the investigation to expedite the process.

Khandu also committed to create an Independent Office to deal with the boundary affairs, the union said. He further assured that AAPSU will be a member of the boundary committee.

The union also said that Khandu has assured to enhance the stipend of students from school to university level from the Green Bonus.

AAPSU will interfere with the working of three departments of Home, Education and Health when the next government is formed after the assembly election, the president said. The three departments will be taken to task if found not performing their mission, the union further said.

Taking into consideration the sentiments of Late Wangcha Rajkumar’s family, AAPSU being the apex students’ body felt the right to question the status of CBI investigation.

Late Rajkumar was a public figure who represented the people of Arunachal Pradesh in the national level as an MP. His assassination by unidentified gunmen at Deomali community hall in Tirap district is a state issue, the union further added.

The people and the students’ community of the state who loved and respected the dynamic young leader deserve to know the truth as to who is behind the assassination.

The statement of Wanglong Rajkumar against the apex union body is very unfortunate and has hurt the sentiments of the students’ community, it added.

AAPSU has in no point of time taken up the issue of demanding that the CBI inquiry into the assassination be made public for the sake of gaining any personal benefit.

The apex students’ body is not interested in any ‘blame game’ as termed by Wanglong Rajkumar. The family should have said something earlier when students’ unions, NGOs and public made various protest against the assassination and organized series of bandh and rallies, the union felt.

AAPSU respects the sentiments of the family but is hurt for being misunderstood, it further added. The union wanted the status of investigation as two years have passed without any position on the case.

This issue had been taken up by the predecessor and the new executive body is continuing where it was left. The assassination of any Arunachalee by militants is a serious issue and questions the security of the state, it said.

There are hundreds of unreported deaths in Tirap and Changlang districts. People go missing in various encounters but it is never reported. The union questioned as to how no case has been registered against NSCN (IM) or NSCN (K) in both the troubled districts whereas cases are registered against them in the state capital.

AAPSU further alleged that the deputy commissioners and superintendents of police of Tirap and Changlang have failed to do their respective jobs and it is very unfortunate. AAPSU bandh call chairman thanking the people of the state for their cooperation in its first phase bandh said that if the state government fails to fulfill the commitments given, the union would continue its movement.

All Tirap Students’ Union (ATSU) said that when Tirap was under the impact of deteriorating law and order condition it was only AAPSU who boosted the spirit of the people of Tirap.

The union had also organized peace march at Itanagar in protest against the killing of dynamic leader, ATSU said and added that every citizen of Tirap were on the street with a black flag as protest against the killing and to pressurize the government to book the culprit immediately.

During the gloomy period, it was the students’ organizations that fought for the justice of late Rajkumar’s family. Instead of terming the movement of the apex body as a ‘blame game’, one must acknowledge the tireless support of the students’ union.

The students’ organizations are always fighting for the welfare of the people as a pressure group. The issue is not only the matter of late Wangcha’s assassination but it also reflects on the deteriorating law and order condition of the district and the state as a whole, ATSU said.

The union while supporting AAPSU also demands for immediate discloser of the CBI findings.

Meanwhile, the state chief minister in a press statement said that the Arunachal Pradesh government has already handed over the case of assassination of former MP Wangcha Rajkumar to the premier investigation agency of the country – Central Bureau of Investigation (CBI).

We are pursuing the matter with the union ministry of home affairs for expeditious investigation of the case by the CBI, Khandu said.

The state government is alive to the problems being faced by the villagers living all along the inter-state boundary and its concern is reflected in the recently constituted directorate of Inter State Border Affairs under the Home Department, the statement added.

Since the matter is already with the Local Boundary Commission (LBC) constituted by the Supreme Court, the state government is pursuing the matter with the LBC for early finalization of its report.

As and when any untoward incident along the inter-state boundary has taken place, the state government has promptly taken it up with the neighbouring state government. Accordingly, peace committees at local level have also been constituted.

Moreover, the chief minister further said that he is constantly in touch with his Assam counterpart, Tarun Gogoi to pre-empt any untoward incident. (PRO to CM)

Bengali School of Learning starts in Tezu

ITANAGAR, Aug 3: The Bengali School of learning under the initiative of Tezu Bengali Youth Forum has started at Shishu Niketan yesterday. The school was formally inaugurated by MLA Karikho Kri Tezu – Sunpura.

Speaking on the occasion Kri said that learning and knowing ones own language is a symbol of regeneration and assertion of identities of the community and urged the members of the community to keep-up the good work with a collective perception and a vision for the new generation. Assuring the community of all possible help from his side, he insisted on getting the goodwill and patronage from other local leadership of the township to expand their area of activities.

Uninterrupted peace and tranquility is a hallmark form the last five years and that has led to witness vistas of development activities in the important sectors like Education, Health, Road Communication and facilities for citizen like Railway Reservation Centre, ATM, he said.

The Shishu Niketan is a Non Governmental School and do not come under Government Aid & Assistances. The school was lying in dilapidated condition and resources had to be mobilized from his side to renovate it in its present form.

He urged community members to make good use of the institution. Earlier, Govind Biswas President Tezu Bengali Youth Forum Mukul Das coordinator and AK Dey on behalf of senior Bengali spelt out aims and objectives of opening the school. Wide ranges of cultural activities were presented by boys and girls on the occasion and Kabi Gurus poem recitation was presented by Goutam Bose.

Action demanded against burial

ITANAGAR Aug 03: Leporiang People Welfare Committee Capital Complex (LPWCCC) said that late Karsang Tado passed away due to electrocution while trying to pull the GI earth wire in Papunallah area along NH 52A on August 1 as per police investigation and postmortem report.

The committee questioned as how an FIR was lodged at Naharlagun Police Station against Tadar Nikam in spite of Late Tado’s unnatural death.

A case was registered before handing the dead body by the Police Station, Naharlagun, UD case no. 10/09 under section 124 CRPC, to the relatives of the deceased after conducting the postmortem, it alleged.

It further questioned how a criminal case was lodged against Tadar Nikam vide case no 66/09, U/S 363, 342 & 302 of IPC without any proof of kidnap and murder.

Nikam was not only arrested but the dead body of late Karsang Tado was forcibly buried in his residential plot at Dokum colony, Naharlagun while the relatives of the deceased have also forcefully occupied his resident.

The committee said that life and property of Tadar Nikam’s family and relatives are endangered which requires immediate protection from the concern department.

The committee further urged upon the concerned authority to depute Para Military force to evict the dead body from the resident of Tadar Nikam and arrest the family members and relatives of late Karsang Tado for criminal trespass and for forcibly burying the dead body.

The committee in a meeting convened at Nikum Niya Hall yesterday demanded that the body of the deceased which was forcibly buried in the residential premises of Tadar Nikam be shifted to the burial ground immediately.

It also demanded immediate arrest of those culprits who are involved in trespassing of the house of Tadar Nikam and damaging the household property.

Such illegal practice has become precedent in this society especially in capital complex which is against the law and violating the traditional custom of the tribal society. The legal authority must come into action in order to nullify such illegal practice, the committee said.

The committee further demanded immediate grant of relief to the family of the deceased.

Chambang’s Road and water crisis will be soon over: ACAYF

ITANAGAR, Aug 03: All Chambang Area Youth Forum (ACAYF) organized a 10 days Socio- Economic, Education and Political Awareness cum Vigilance tour in the entire area of Chambang Circle.

After surveying the entire Chambang circle the forum thanked Chief Minister Dorjee Khandu, PHED Minister and local MLA Balo Raja for fulfilling their promises and bringing in developmental works to Chambang Circle, adding that the people of the area also expressed their happiness for provision the drinking water facilities to the citizens and better transport facility.

The forum said that the long pending road from Dari to Chambang will be completed within few days.

It further said that after reeling under 30 years water crisis in Chambang area, almost 95 percent of water supply system has been materialized within the village areas, the rest work in the town area would be completed soon.

It further said that newly upgraded Miching M.E. School, Tahu I.B. M.E. School and other schools has been maintained and repaired by the local MLA under state government initiatives.

Meanwhile, the forum appealed all to verify the developmental activities regarding the long pending Dari to Chambang Road, pending Water Supply System in the Chambang Circle before blaming the local MLA and the state government.

ATI conducts training of trainers on design of training

ITANAGAR, Aug 03: The second phase of the Week-long State level ToT Programme on design of training started today, which will be concluded on August 7 next. Altogether, 18 officers from different line Department Education, Police, Forest Cooperation, Agriculture, Engineering, Health, Fishery and State Civil Service Officers who had successfully completed the DTS Course from July 27-31 are undergoing DoT programme.

Addressing the participants, in the inaugural function Director (TRG) Pema Tshetan congratulated all the participating officers for their successful completion of the DTS Course and for embarking on the second phase of the ToT programme on Design of Training.

Director (TRG) further urged the participants to take-up Trainer Development Course seriously which is being organized for the first time by ATI, AP, Naharlagun with the primary objective of the DoPT, GoI and that of ATI, AP is to develop State’s own Resource Persons/ Trainer.

Tshetan further added that the success of training primarily depends on the ability of the Trainer to design the training Course and deliver the training effectively with ultimately to enhance the working skill and improve performance level. Further on completion of DTS/DoT course, the officers can play a vital role as Trainer in their own department and also undertake additional responsibilities as resource person for other Training Institutions in the State and expressed the hope of developing Master Trainers in future.

Earlier, the Guest Resource Person and Master Trainer S. Mukharjee, Under Secretary DoPT, GoI, New Delhi stated that department is happy about the initiative taken by ATI, AP for conducting the national level DTS/ DoT Programme for its potential officers as a part of National Training Development Programme.

He expressed the hope that ATI, AP will be further willing to take-up other higher level of trainer development programmes so that the State will have number of dedicated and trained Master Trainers in future.

Mukharjee further added that ATI will be providing comprehensive background reading materials to assist the participants to carry out the training activities effectively.

S.K Kumar, Sr. Faculty & Master Trainer of ISTM, New Delhi said that that the success of training depends on the participant’s active interactions with the trainers and describe course module as very effective.

Village Biodiversity Conservation Councils set up at Ziro Valley

ITANAGAR, Aug 03: G.B. Pant Institute of Himalayan Environment and Development, North East Unit, Itanagar is implementing the GOI-UNDP CCF-II project on “Biodiversity Conservation through Community Based Natural Resource Management in Arunachal Pradesh” in three districts of the state covering Ziro Plateau in Lower Subansiri District and Tawang-West Kameng (proposed) biosphere reserve in Tawang and West Kameng district. Under this project, Village Biodiversity Conservation Councils (VBCC) has been constituted in fifteen villages in Ziro valley. The villages where the VBCCs are constituted are Old Ziro, Tajang, Lempia, Molyang, Reru, Kalung, Hari, Hong Nichii, Hong Nitii, Siiro, Sibey Salang, Bamin Michi, Mudang Tage, Dutta and Hija. The VBCCs are constituted by the Institute in collaboration with Nature Care and Disaster Management Society (NCADMS) an NGO in Ziro. The VBCCs will be the grass root institution to implement the project activities at village level. Broadly, the VBCCs will carry out plantations of identified economic and medicinal and aromatic plants in large scale in community land.

In order to define and finalize the role of the VBCCs, a meeting of Village Biodiversity Conservation Councils was organized by the Institute in collaboration with NCADMS at Ziro valley on July 28.

About 120 participants that include Chairpersons, Secretaries and members of the 15 VBCCs participated in the meeting. Welcoming the participants, Dr. PK Samal, Scientist Incharge of the Institute informed them about the activities of the Institute, mostly focusing on that of the NE Unit. He also appraised the participants about the objectives of the project and informed that the constitution of VBCCs is perhaps happening for the first time in Arunachal Pradesh to involve people to conserve biodiversity.

Rubu Buker, Chairperson, NCADMS highlighted the role played by NCADMS in conservation of biodiversity in Apatani valley apart from the society’s role in disaster management.

Hibu Tadii, DFO, Hapoli, in his address eloquently admired the unique approach adopted by the Institute and Society to conserve biodiversity in Arunachal Pradesh. He impressed upon the members of the VBCCs to cooperate and play proactive role in order to achieve the objectives of the project thereby conserve biodiversity of Ziro valley. He also asked the participants to discourage hunting so that some of the endangered and endemic species are conserved for posterity. He also distributed saplings of Taxus wallichiana to the members of the VBCCs for plantation in their respective lands.

Mihin Dollo, the Manager of the UNDP Project, appraised the members of the VBCCs about the role they would play in achieving the project activities. He focused on creation of corpus fund by the VBCCs so that they become economically vibrant even after closure of the project. The overwhelming participation of the VBCCs members was exemplary, when they provided a number of meaningful feedbacks for efficient functioning of the VBCCs and conservation of biodiversity at large. All the participants showed their concern about the hunting that is rampant in the plateau and volunteered to stop hunting for conservation of many disappearing faunal species in Ziro valley. They advocated for stringent legal action against illegal hunting so that Ziro’s unique biodiversity is effectively conserved.

ZPM writes to SSA Rajya Mission on disparity of seats

ITANAGAR, Aug 03: ZPM, 8-Bilat Anchal Samity Takek Moyong in a letter to the project Director Rajya Mission, Sarva Shiksha Abhyan, Government of Arunachal Pradesh highlighting the recent bandhs called by organizations and sentiments of the people regarding imbalance distribution of SSA teachers in East Siang District said that the 37 block is the biggest and highest educational block in the district despite which the block has been allotted only one JT post.

Moyong appealed the Director Rajya Mission, SSA to reconsider the present allocation of SSA teachers of East Siang District and appealed for judicious and equal distribution of post in all blocks of the district to mitigate the sentiments of public and youths of the 37 Assembly constituencies.

It further appealing the concerned authority to re-direct the modalities and recruitment process of SSA teachers centrally at District Head quarter said that Zilla Parishad Members of the district had earlier submitted a memorandum to Deputy Commissioner, East Siang District for conducting the interview of SSA teachers and evaluation of papers centrally at District head quarter to ensure quality selection.

ICAR Basar’s efforts to improve livelihood

Basar, Aug 03: ICAR, Arunachal Pradesh Centre, Basar is engaged in livelihood improvement of the rural masses of Arunachal Pradesh. In spite of manifold research activities in different agricultural field crops and horticultural crops going on at this centre, the centre has implemented several projects for increasing production and productivity of rainfed agriculture in Arunachal Pradesh.

In the centre, several demonstration units viz. scientific dairy farming, commercial poultry production, profitable pig farming technology, mushroom cultivation for commercial purpose, post harvest processing and value addition of fruits and vegetables, commercial production of vermicompost, honey bee etc. have been developed and standardized and because of these facility creation, ITBP, HQ, Eastern Frontier, Shillong and NABARD, RO, Itanagar had sponsored several training cum exposure visit programmes continuously for imparting training to the educated unemployed rural youths of the remotest areas so that after acquiring scientific knowledge and techniques these trained rural youths can bring about mass sought improvement in their livelihood and income generation.

As part of its prograame, a six day training starting today on Entrepreneurship Development took off.

Joint Director ICAR, Basar, Dr. R. Bhagawati requested all to excel in their chosen area. The trained youths have to show the real path and help other local friends and youths for its implementation in the field.

NABARD to organise seminar on Financial Inclusion at Changlang

ITANAGAR, Aug 03: NABARD is organising a one day District Level Seminar on Financial Inclusion at Changlang on Aug 5 for Bankers, NGO’s, and Government Officials.

The seminar is being organised at Changlang in collaboration with District Administration, state Bank of India and Reserve Bank of India. As per Report of Rangarajan Committee on Financial Inclusion, most of the districts of Arunachal Pradesh have a credit gap of more than 95%. The position of exclusion in 5 districts of Arunachal Pradesh is more than 98%. Against this backdrop, the seminar would attempt to create a road-map for securing high level of financial inclusion in Changlang district. Among other issues the seminar would discuss recommendations of the Committee on Financial Inclusion, strategy of NABARD for Financial Inclusion Fund (FIF) and Financial Inclusion Technology Fund (FITF), Micro Insurance and Financial Inclusion, Funds transfer and Financial Inclusion, Technology Intervention and Financial Inclusion, Farmer’s Clubs as SHPI, Action plan for the district

Four more District Level Seminars on Financial Inclusion are proposed to be convened in Dibang Valley, East Kameng, Lohit and Tirap districts.

Seppa to take preventive measures

SEPPA, Aug 03: An emergency review of the Security scenario of Seppa Township was made in the office Chamber of Deputy Commissioner, East Kameng today in the wake of recent murder of a prominent business man of the township, Late Shambu Mahato.

He was murdered by unknown miscreants on yesterday at around 2.30 am in his rented house.

A native from Madhuban District of Bihar he has been businessman for last 22 years in Seppa town.

The meeting was attended by SP Tumme Amo and other Police Officers, EAC (Judicial) H. Gambo, and the Traders led by Sama Yangfo , General Secretary East Kameng Chamber of Commerce and Industry and Raju Gyadi, President EKCC& I.DC East Kameng Pige Ligu, expressed anguish over the recent murder and said that all out efforts shall be made to nab the culprits and urged the traders to extend their help to the Police authorities. He apprised the traders that efforts shall be made to provide sufficient lightings at vulnerable locations.

SP T. Amo, also spoke and assured the traders that round-the-clock patrolling shall be done in the township and urged them to assist the police in detection of crime and maintenance of law and order in the township. He said that efforts are on to nab the culprits and urged the traders to remain vigilant and maintain calm in the township.

Meanwhile in a Memorandum, the East Kameng Chamber of commerce and Industry has urged the District Administration for immediate arrest of the murderers. They have viewed that the incident has created a fear psychosis among the business community of Seppa town- ship. Hence in order to minimize such crimes in the township, the EKCCI has requested the District Administration for immediate provision of street light, regular patrolling of IRBN and along with other preventive measures to safe guard the life and property of the denizens of the township.

A condolence was also observed by EKCCI today and prayed for eternal peace of the departed soul. (DIPRO)

Road committee appeals

ITANAGAR, Aug 03: Seppa-Chyangtajo Road Development Committee appealed the Gammon India Limited and the contractor of Seppa-Chyangtajo road under NEC sponsored schemes to keep up the road in good condition. It further urged the company to show the proof of originality of the materials they used in the road construction and speed up the working pattern. It also appealed the concerned authority to monitor and supervise the work and also appealed the state government to compensate the affected people of the said road as per the given provision.

“Check fake certificates”

ITANAGAR, Aug 03: All Nyishi Students’ Union, Upper Subansiri Unit appealed all the headmasters of the all government primary schools under Upper Subansiri District not to issue fake class V passed certificate to the students who are applying for admission in the Jawaharlal Navodaya Vidhyalaya, Meg Dong, Upper Subansiri District.

It said that the students from private urban schools are applying for admission against rural quotas after managing certificates from their villages depriving the rural students.

It further appealed the Deputy Commissioner, DDSE, Principal JNV Meg Dong to distribute the quota system according to rural, urban and other as per the guidelines.

It further supporting the demands of ATSU appealed the concerned authority to allocate AT post under SSA in Upper Subansiri District.

Polluted state politics need change: BJP

ITANAGAR, Aug 3: Bharatiya Janata Party (BJP), Arunachal Pradesh said that the state under the long time single party rule needs change.

People are misguided and misled and material allurements in different forms have led to popular practices and culture of instability and thus polluting the “good politics that are responsible for the present face of the development”.

Politics and leadership without strong organizational foundation and commitment are prone to instability and personal interests over take the public interest in such situation.

People are isolated from the nerve centre of various development schemes and programmes despite funds being pumped in from the Centre. These schemes hardly percolate down to the people and citizens juts read them in news papers and hear in the big rallies from time to time.

The state BJP is all set to check electoral irregularities and ill practices and set the true spirit of democratic processes in the state for healthy participation of the people at all level.

BJP is making its humble efforts to train party workers on the different stages of democratic electoral managements and let people check ill practices and propagandas of the ruling Congress.

Meanwhile,BJP Northeast states Organizational-in-Charge, P. Chandrasekhar Rao and Northeast States Elections-in-Charge, Dr. Harendra Pratap is visiting Arunachal Pradesh from August 04.

He would visit six districts and meet the party workers, leaders, well wishers and sympathizers besides address party workers at different places.

The party workers would be imparted management of election activities to check and balance during the elections processes.

‘Declare Kurung Kumey drought hit’

Meanwhile. BJP Kurung Kumey unit said that farmers of Kurung Kumey district are hit by the drought like situations. The Party meeting which was also attended by the State BJP General Secretary demanded special relief package after accessing the ground realities. It called on the government to wake up to the reality and address the problems of the people of the district and declare it a drought hit.

The much talked PDS mechanisms are only in news papers and meetings and rallies.

The Unit President, Tai Chiji who accompanied State BJP General Secretary Tai Tagak said that farmers of the area are faced with food insecurity and scarcity of PDS items in their areas. The leaders informed that people appealed for taking up the matter with the concerned authorities.

Devotees pray for Tawang Monastery Abbot’s long life

Tawang, Aug 3: All this while the Abbot, Guru Rimpoche have been teaching devotees to enlightenment them. But today, on the 9th day of the 10-day long mass-prayer organized by the Tawang monastery, numbers of devotees gathered to pray for the Abbot’s long life to the almighty (Khandu Wang).

Abbot Rimpoche is the spiritual head of the Tawang monastery, being the 12th re-incarnation of the Merag Lama Lodoe Gyatso-Founder of the Tawang Monastery built in 1681.

The prayer started on July 26 and is to end on tomorrow.

Each day of the prayer has its own religious significances, said the Monk, Tashi Dhondup, Secretary to the Abbot. The first is that for The Lamrim Teaching. Lamrin is a religious book, a Tibetan word which has its meaning as Stages to the path of Liberation. Last year the Abbot started the teaching of the book and could finish till the 97th pages. He will soon start doing the same in next year, said His secretary. It is basically a teaching about the relations between Guru and disciples- spiritual relation, qualities of teacher, disciples, Laws of cause and effects of reincarnation and rebirth, the certainty of death.

The second teachings are the Buddha Wang, blessing initiation; the Lhamo Woesar Chenma Wang, seeking permission from the abode to practice and recite mantras and meditation; Namgyal Ma Wang, goddess of victory for victory over sins; and Dukhkar Wang, goddess with White Umbrella to protect from obstacles and harmful deeds.

The last prayer is the Tsewang: long life initiation for everybody who believes in the Lord Buddha and Buddhism.

Overall the purpose of the prayer is divided into three scopes of persons. The first one is for those identified as man having limited ambition in reincarnation as human being. The second is for those who aim to attain ‘nirvana’ or ‘salvation’ from this material world. The last is for those who has ambition to attain Buddhahood for the sake of all living creature i.e., to attain full enlightenment like Lord Buddha. YINGKIONG, Aug 3: Two weeks long Computer Training on Office Automation successfully concluded at DC Office, Yingkiong. Thirty Ministerial Staffs availed the training on Computer Course.

DC In charge Rajesh Panyang, speaking on the occasion appealed the participants to make good use of the knowledge and skills acquired during the training on computer basics. Pakke-Kessang reeling under power crisis”

ITANAGAR, Aug 03: ASM, 117-Khodaso, Pakke Kessang Block Tara Nabam highlighting the public grievances said that due to breakdown of Mini hydropower machine, the EAC headquarter is facing acute shortage of power supply for the last two weeks.

ASM appealed the concerned Hydropower Department and District authority to initiate immediate works for maintenance of Mini Hydropower.

RGU’s first year results out

RONO HILLS: Rajiv Gandhi university has declared the results of the B. A./B.Sc./B.Com I year held in the month of April/May, 2009. In BA, of the total 4,992 appeared 2365 made it through while results of 456 got compartment.

In B.Com, of the 406 candidates that appeared 172 passed while 44 got compartment while in B.Sc 160 got through out of the 255 that appeared. 23 got compartments.

First Lady visits OWA

ITANAGAR: First Lady of Arunachal Pradesh Anupama Singh today visited Oju Welfare Association (OWA), Naharlagun.

Father demands action

ITANAGAR: The father of the school boy Late Kadum Panggeng has alleged that case has not been registered against those suspected to have a hand in his death. He called for a magisterial enquiry into the entire episode and demanded explanation from Officer In charge to all concerned why the case has not been registered.

Kadum had died at Sirki Fall in Pasighat recently and the parents have alleged that there was a foul play. Four people including Kadum’s classmates were taken into custody.

Civil Service Officers’ conference

ITANAGAR: Chief Minister Dorjee Khandu has consented to attend as Chief Guest at the inaugural function of the Arunachal Pradesh Civil Service Officers’ Association’s 12th general conference at Banquet Hall, Itanagar on August 8.

ITANAGAR: All Upper Siang District Students’ Union highlighting about the unfair SSA written test and condemning the conducting authority of written test held at Geku-Katan Block on July 30 appealed the Deputy Commissioner, Upper Siang District to re-conduct the written test of the said block immediately.

ITANAGAR: One Jumdo Ete, son of Late Dejum Ete has been arrested in Aalo yesterday for allegedly molesting and attempted rape on a minor girl recently. Ete, a married man currently residing at Yoji Yora in Aalo is alleged to have picked up the minor girl while she was on her way to a friend’s house and attempted to rape her.

Who would take responsibility of the degrading quality of education?

Madam,

I would like to draw the attention of the readers about the deteriorating condition of the quality of education in Arunachal Pradesh.

A decade back the dawn lit mountain state of Arunachl Pradesh was at the bottom of the table in the index of the literacy rate, far behind the sister states of India. The reason attributed being lack of teachers, infrastructure, and other facilities. The prominent role played by the VKVs, Ramakrishna Missions, Navodhya Vidhyalayas, other missionary institutions and some of the private institutions is commendable in removing these imparities. These institutions brought a ray of hope to the people of this state because of the quality education they imparted.

However on the contrary the conditions of the govt run institutions deteriorated from worse to worst and the sufferers are the children from the poor and middle class people who can`t afford good private institutions for their children. Its a known fact that more than eighty percent of the rural population have no choice but to send their children to these govt schools.

The Sarva Shiksha Abhiyan launched by the Govt of India came as a boon; there was increased recruitment of teachers under this scheme. But the sad part of this Abhiyan is that it no more remains a boon but has become a taboo to the education system in this part of the country. The fact is that, the quality of education is being compromised. The main essence of education has been forgotten. The aim and objective of man making and nation building has become a fairy tale of the by gone past.

The quality teachers who are the manufacturers of quality citizens, the enlightened sons and daughters of the state in particular and the nation as a whole are not being recruited and simply ignored.

Dubiously, the people having profound knowledge in the brain, sincerity and commitment in the heart and the real zeal and enthusiasm to teach are being ignored. Instead some brainless sheeps{I would call them} who do not know even the history and geography of Arunachal Pradesh are employed, ridiculously to make hundreds of brainless sheep’s like them.

If this goes on, never be surprise perhaps some of these days you will hear your children reciting A for apple, B for bapple, C for capple.

I`m afraid, terribly afraid the very foundation of ours is being shaken.

No nation is strong without a strong character base. Character comes from education. Thus the bed rock of a nation is quality education.

Now sincerely ask yourself, do you think your children, your young brothers and sisters are getting the real education?

Three years back, I happened to visit Palin, a town in the heart of Kurung Kumey district, The CBSE board examinations were on but to my surprise there was not an ambience of examination of any degree. There were shouting and howling in the school premises. Police chasing the students like a herd of sheeps in an effort to stop the malpractices resorted to by some of them.

I asked a boy whom I happen to know,” Why do you do this, haven`t you read?”

He replied, “Achi, I am not even half as lucky enough as you. You are a product of VKV but me of a village school where the teachers show their face once a while in a year. We don`t know even the basics of Hindi or English and to pass this is the only way.”

Whom should we blame?? To the insincere and uncommitted teachers or to our corrupt Netas and their Chamchas or to ourselves of being negligent and ignorant not strong enough to raise a voice.

It’s a high time the election is nearing our Netas and their Chamchas will be engaged in a part time vocation. They will be seen wandering from door to door {otherwise never before} like vendors to sell away the SSA teacher posts in lieu for a large number of votes.

You wont be surprise to know that our state is suffering from the twin diseases of Nepotism and Corruption. The “Me and Mine Policy” will perhaps never end in this part of the country where it has become endemic. Our Netas will ensure that their near and dear ones, the kit and kin get the job{SSA} first, how worst they may be in this field and then a long list of never ending pedigree follow. These posts are being misused to appease some small number of individuals to see that their vote bank is secure. And our Babus openly extort money for these posts for there being no one to point fingers against them. Corruption rules. Being a medical student how I wish if I could find out a drug to eradicate this and to push the drug mercilessly into the pot bellied stomachs of those responsible. Dear enlightened brothers and sisters, I feel really sorry that our state is going to witness a grim phase of darkness in the future to come. Its now or never, lets join our hands together to raise a strong voice against these twin diseases of corruption and nepotism,

My experience says that non-tribal teachers are far-far better than some of what I call our brainless sheeps. They are much more sincere and committed in their duty than some of the tribal teachers. If we want to ensure that good doctors, engineers, entrepreneurs, enlightened citizens, and able leaders rise from the soils of Arunachal Pradesh then we must never compromise with the quality of education. Advocate for able teachers irrespective of tribal or non tribal.

I strongly condemn the July 30 statement of the All Sagalee Students Union not to entertain outsiders applying for the posts. It’s a sorry state that such a union of intellectuals is losing their lusture and turning into a “Frog of the well”. Lets worship knowledge rather than ignorance. Let’s make Arunachal a gyan bhumi. I agree that there must be reservations in the other job profiles but not at the cost of the Quality of Education. Let us not behave like Educated Fools. I appeal the AAPSU, ANSU and the countless SUs to fight for this noble cause if we want to see that Arunachal moves ahead in par with the fast moving world of science and technology.

Confusion and harassment on payment of VAT

Madam,

I have a VAT registered firm in Upper Subansiri and being a genuine and regular VAT payer would like to draw the attention of the Commissioner Tax and Excise, Govt of Arunachal Pradesh towards the harassment being received from Goods Tax Inspector, Border Facilitation Counter, Likabali.

After thorough checking of my consignment on June 21 last, the Goods Tax Inspector , Likabali charged VAT amount of Rs 22,213 only against my firm for the consignment and allowed the transport to cross the BFC Gate with VAT tax voucher.

As soon as the transport reached Daporijo, I met the Superintended Tax and Excise (ST&E), Upper Subansiri district regarding payment of VAT tax levied against my consignment and in my presence the tax superintendent had a telephonic discussion with the Goods Tax Inspector BFC Likabali regarding payment of VAT. After consultation with the ST&E, I deposited the VAT tax at Daporijo SBI bank in form FF-08 and informed the same to the ST&E, Upper Subansiri, submitted a copy of challan form FF-08 and requested him to further inform the Superintendent Tax and Excise, West Siang and goods tax inspector BFC, Likabali for further necessary action.

Now the Good Tax Inspector is harassing me and transport manager by endless telephonic calls and visiting the residence of transport manager forcing him to pay the said VAT tax amount. Treating the VAT tax which I had deposited at Daporijo SBI as in-valid, he is also forcing me to pay the tax amount in cash for same consignment.

The VAT tax deposited will ultimately go to the account of Govt, now I am totally confused and do not understand why the Good Tax Inspector, BFC is mentally torturing me and my transporter in spite of tax clearance.

Therefore, I would like to request the Commissioner Tax and Excise to look into the matter and initiate necessary action.

Check bogus voters

Madam,

The Chakma issue is the one of the most important issues of the state. But today, where the issue has vanished? According to best of my knowledge, they (refugees) are getting the most important voting rights in a democratic country like India.

Now, I fear, many outsiders or migrants like Tibetans, Bhutanese and Nepalese, who came here on business purpose, will get voting rights in near future. If it is so, our state will become dumping ground for refugees and everybody knows what kind of problem the state will face in near future.

Therefore, I appeal the concerned authorities to check and enroll the voters’ name correctly in voters’ list and ensure that illegal immigrants are not included. I also want to appeal All Arunchal Pradesh Students’ Union and every right thinking Arunachalee to awake and put off sparks before it burns up our state. However, I appreciate AAPSU team for constituting teams to detect fake APST certificates.

Help fire service authority to help you

Madam,

Through the columns of your esteemed daily, I would like to appeal to the citizens of Itanagar and Naharlagun to extend all possible help to the department of fire service during fire accidents.

It is always seen that the people of this twin capital cities do not respond to the siren blow by fire tenders during such emergency time, thereby creating problems to the fire tender in reaching the accident sites on time.

The vehicle owners/drivers are also expected to park their vehicles in uniform manner to facilitate other vehicle to run safety.

Lastly, I appeal every one, especially the drivers to obey traffic rules for safety.
